Classic Recruiting followers in Torghast

Does anyone know if the quests for followers that show up in Torghast are linked to the covenant upgrades? I haven't upgraded anything yet. I'm building up the number of souls and trying to get the anima maxed. I've done 8's in all 4 wings over the last month and never gotten A follower quest.
