Classic Mining Question - Can I gain the benefit of "Mounted Mining" as a Passenger Whelp if we both have this unlocked?

At the end of the "Mining Process" specialization, you can unlock being able to mine while mounted. Before I put my knowledge points into this: If I'm in a group, as a passenger whelp with the other "driver" and BOTH of us have this unlocked, can I mine as a just the passenger?
