Classic Can anybody explain?

Leatherworking, I've maxxed out crafting for Venom Steeped Stompers for a while. I've been doing 100% 418 boots for ages, made quite a bit of gold.In comes this guy - his boots somehow have so much more skill required (495), that I can't 100% them. The 418 boots normally need 465 skill.
