Classic green fire bugged? warlock new acc

Hi there, i recently moved my warlock to an alt account and went to pickup the tome to do greenfire as it didnt seem to transfer. However after buying it and binding it, it says character already completed but i do not have green fire? Do you think i should open a ticket for this? via /r/wow https://ift.tt/DTr38eC
