Classic Achievements account wide?

I thought achievements were suppose to be by character but when I made a new character. The achievements were unlocked from my previous character. For example exiles reach achievement was unlocked last year and it says unlocked that date. So they are account wide? via /r/wow https://ift.tt/83ONUM7
