Getting a ton of misses in PVP despite having enough hit.

Correct me if I'm wrong, but the spell hit cap is 4% for most class/race combos and I am well above that. There is no reason I should be missing spells against such things as Orc DK or Troll Warrior. Anyone else feel this?
