Classic Mission Table Help

I always start off using these mission tables in each expansion and I always seem to end up in the same position. I have 1 or 2 highish level companions 48 and 53. Not enough to do any high level missions.The rest are between 21 and 40. I don’t have missions below level 24. The low level characters are bringing down the average level of my troops.What am I doing wrong?
