R14 gear in phase 1?

For some classes WBs gave almost a complete gear set worth of stats. Now that WBs will be gone, gear progression will be even more important. According to the blue post, PVP rewards will be included in the release. How do you think these ~AQ equivalent gear sets will shape the meta, considering they'll be BiS / close to BiS for basically 5/6th of the content?
