On the PTR all season 1 gear except gloves require rating. Is this a bug?

I’ve seen a lot of different screen shots on here over the past few weeks about the gear being discounted 55%, and now 20% and comments about rating requirements being lifted. I figured I would check for myself, and currently on the PTR it is a 20% discount, but helm, chest and legs now require 1850 rating from season 1.I’m not sure how the PTR works fully, so is the patch as it is now what would launch live?
