Classic Why can't I start covenant quest? I've tried everything. [A Conduit For Good]

Hello, I can not complete this quest for Kyrian Covenant. I attached some pictures.When I picked the quest up, she only gave me 2 conduit. Now I can't put them in the slots b/c it won't let me activate the slot.It says "Requires 3 conduit added to the forge of bonds".. but I don't have a 3rd? I can't figure out where to get this third one? This is supposed to be a tutorial thingy, so I don't think I can earn them yet. I have tried to do dozens of world quests.
