Classic Can't freely transmog Legion Artifacts anymore?

I have been transmogging my staff to have the appearance of my mace + shield artifact from Legion for months, and as of the last few days, it seems to not work anymore. Anyone else? via /r/wow https://ift.tt/3rGNnKW
