Classic Culling of stratholme...help

I ran into an issue with the quest, I did the pre quest with the crates and tried to do the main quest, problem was I was under leveled, when I came back several levels later, I tried to initiate the quest but it's not working, it's telling me I need to redo the prequest, but because I already did it won't give me the item required to complete it...
