Main Hand & Off hand very noob question

So does your main hand wait for your off hand to swing before it can swing?​Like if my MH has a weapon speed of 2seconds, and my OH has a weapon speed of 2.5seconds.Like can my MH strike twice before my OH because it is quicker or does it have to wait for the OH to hit before it can even hit?​Thank you sorry for the very noob question
