Classic Havoc hidden Legion artifact, do I have to unlock Suramar to get it?

I'm in Suramar right now grinding away and the item just isn't dropping, but I'm thinking that might be because I haven't properly unlocked the zoneIs anyone able to comment on this? via /r/wow https://ift.tt/2Oy6fh1
